Not the one in the center console by front of the hand brake. That one still works.
CAUSE:
I plugged in a power station for a minute into the DC cigarette port and it overheated and blew the fuse.
FIX:
Fuse called "Lighter" in other Cobalt schematics on this blog, it's number #29 technically speaking which is located in the hood fuse box. See picture it's the left 'arrow' line in the image below.

A replacement Fuse 15A is needed.
It is a mini fuse but not mini mini like an ATR fuse, this used a ATM fuse. There are other larger fuses typical sizes all over and relays the black small boxes. So it is the 3rd type and or smallest but not the most mini you can buy they can be very small on the rack in the store.
You'll see it is middle finger nail size instead of thumb nail size the other larger typical fuse size.
It is blue shows a 15 on the top. It's lite blue actually. Replaced with darker blue it's fine.
The fuse box is on the right of the car in front of the driver (so right side when looking at engine when hood is up) look for a box almost shoe size has a red cap on the front circular. There is a left side and right side catch on each side to pull outwards some to loosen it and lift but the 'clasps' don't actually move much just plastic they are clamp over catch clamp type like any catch made of plastic like a egg carton clasp clamp. Should be obvious when working on lifting up and off. Set it aside. There is a "schematic" inside under the top cover printed on the plastic.
It is 'lighter" in the middle of the fuse box on the left side above a red 10A fuse and nothing is above the blue 15A fuse for another spot or 2.
Just pull up on it and remove, wiggle it, yank it, and the little metal belt in it will be cut in half looking. Means it is blown.
It is the "ATM" version not ATR version which is even smaller and or slimmer. Cost about $7 for a box of fuses.
