Key Locked in Ignition, Stuck Key, Shift Lock Release

Reach in while standing and bend over to look under the wheel, pop off the cover, there is a push clip design and it drops being held by a flat tab inside is all, just those 2 things either side.

once it is off, put your left index finger in and on the steering wheel side (forward), more so than on the driver seat side (backwards).
there is a push button to actuate towards you standing outside the car it is about the top knuckle in. so just push it in towards you which is to the left if sitting in the seat.

V2:
To remove the key stuck in the ignition remove a small square cover under the steering wheel; it's about half the size of an index card, use a flat head screw driver or your nails, pops off.  Now inside is a tiny actuator push button which you push to the left towards the door.  Like clicking the back of a pen to make the tip appear.  A little difficult to find so fiddle your index finger around and you then the key will turn lose.
Also, there is a button under the front cup holder to put the transmission into any gear to roll it in event your actuator is broken.

Chevy Cobalt Stuck Key Removal:  Shift Lock Release

If you disconnect the battery of the Chevrolet Cobalt and put your key in the ignition switch of the steering column, the key will become stuck in the ignition.

HOW TO fix this is under the steering wheel column there is a small plastic square directly under the wheel shaft plastic in the steering wheel housing plastic on the bottom there is a plastic piece to remove and gain access to under the wheel.

Remove the plastic square by one side, it is about the size of a pack of cigarettes and then put a finger inside to push a button that releases the mechanism locking the key in the ignition.  It is a small actuator with a push button on the end you need to press.

It is not easy to locate just sticking your finger in because there is a lot of other shapes and things inside you will feel.  It is also not easy to see under the wheel.  You need to get out of the car and be on the ground leaning inside the door to see up under the steering column to see the button.  You can see well enough to remove the plastic square however sitting in the seat.

The tiny access panel is a one sided mount that slides in while the other side of it rests inside the housing.  See picture.  Meaning you can't use a screw driver on either side of it to remove you can only lower one side and it will fall.  Fairly certain it is on the left side, towards the driver side door, that you manipulate to release the entire thing.

Here is a picture.

If the key is in a forward or backwards position forget which the tiny white cylinder will be retracted.  Key still stuck but turn the key either way so the white cylinder can be pushed.
